The End of the Passive State.

For two decades, Sovereign Wealth Funds operated primarily as passive liquidity providers to Western capital markets. In 2024, the mandate has irrevocably shifted. From Riyadh to Singapore, state capital is increasingly deployed strategically, actively, and locally.

As of December 2023, the total assets under management (AUM) of sovereign wealth funds globally surpassed $11.9 trillion. However, the aggregate number masks a profound structural rotation in how these assets are allocated. Our analysis of the Norwegian Government Pension Fund Global (GPFG), Saudi Arabia's Public Investment Fund (PIF), and the Abu Dhabi Investment Authority (ADIA) reveals three defining trends.

First, the explicit withdrawal from broad-market fixed income in favor of direct infrastructure and private credit. Second, the politicization of capital deployment, notably PIF's $700B domestic mandate to realize Vision 2030. Third, the increasing sophistication of co-investment frameworks engineered by Asian funds, particularly Singapore's GIC.
